From a dollar to a percentage

The first OneGov deal was easy to budget for. In August 2025, Anthropic offered Claude for Enterprise and Claude for Government to federal agencies for $1 per agency for up to a year, and agencies took it. Anthropic says approximately 500 US government organizations now use Claude. GSA's own buying page still shows that offer, priced at $1 until October 2026. Reporting on the GSA listing puts the end at October 31, four days after this announcement.

The replacement is a different kind of price. Forty percent off, charged by consumption, with no minimum, is a reasonable structure for software a buyer cannot forecast. The releases do not provide enough information to estimate an agency's total bill. That calculation would require the applicable baseline rates, expected usage and clarification of any non-token charges. Anthropic describes the discount across Claude Enterprise, Claude for Government and the API, while GSA describes it as applying to token-based usage. The releases do not fully explain how the discount interacts with any applicable seat, platform or other non-token charges. Agencies would need the actual pricing schedule to calculate their total cost.

The missing term is the story

Neither Anthropic nor GSA states how long the 40% lasts. There is no term, no expiry date and no review point in either document. GSA says it may renew OneGov agreements as offers expire, but that general policy does not establish an expiry date for Anthropic's expanded agreement. Neither October 27 release specifies the term or a renewal schedule.

That omission is conspicuous because GSA publishes the missing fields for the deal this one will be compared against. OpenAI's OneGov agreement, announced on September 10 and effective from October 1, is listed on GSA's OneGov pages with a 27-month term, a $0 platform fee, $0 minimum orders, most-favored pricing protections, and an expiry date: December 31, 2028. Its token discount is 50%, ten points deeper than Anthropic's. A procurement officer can put a date and a floor under that deal. For Claude's, the same officer has a percentage and a start date. Anthropic also says cloud-provider purchases join the discount in the coming months, where GSA's release describes reseller and cloud ordering in the present tense, so even the start depends on the channel.

A billion, over some period

The headline saving needs the same treatment. Anthropic estimates that the discounts offered through the agreement will save the government $1 billion. The post gives no period for that figure and no assumed usage, and the term that would bound it is the one the releases omit, so the estimate cannot be checked or even placed in a budget year. GSA's release offers a larger number nearby, more than $1.8 billion saved under the OneGov strategy since it began, including about $1.6 billion through its AI agreements. That is a programme total across vendors and years. Placed side by side in coverage, the two figures are easy to merge into one claim neither source made.

The adoption figures underneath are Anthropic's: weekly active users of Claude for Government up about eightfold since February, federal civilian usage up about 20-fold in a year, and case studies that include a Utah pilot in which 34 developers across 10 state agencies mostly had a working setup within 30 minutes. Growth from a $1 starting price is the expected direction. What those figures cannot show is how much of that usage survives contact with a meter, which is the question the next year of this agreement will actually answer, however long it turns out to be.
